Eduardo Hernández Incháustegui is Founder and President of SCIL Consulting. He has a degree in Economics and Political Science from the University of Pennsylvania (2008) and a Master's degree in Strategic Security Studies, focused on Counter-Terrorism and Irregular Warfare, from the College of International Security Affairs of the National Defense University in Washington DC, where he was also Homeland Defense Fellow. At the Center for Hemispheric Defense Studies of the National Defense University, he participated in courses on Policies for Homeland Security and Defense, Policies on Security and Defense in the Caribbean, and Legislative Leadership on Security and Defense. With the US Naval Academy in Monterrey, he participated in a Maritime Interdiction Course in El Salvador. He was Project Advisor to Senator Carlos Castillo, President of the Defense and National Security Committee of the Senate of the Dominican Republic, and was also Advisor to the aforementioned Committee, during the six-year period 2010-2016. He served as an Advisor in the Emerging Threats Section of the Secretariat of the Inter-American Defense Board in Washington, DC in 2014-2015. He served as Vice Consul, Chief of Staff, Head of the Commercial Section of the Consulate General of the Dominican Republic in New York from 2016 to 2020, finally serving as Chief of Mission during the COVID-19 outbreak in New York City and leading the official emergency operations.
